North Downs Road Policing Unit warned motorists that darker mornings and evenings can bring new hazards, particularly if there is frost and fog.
As well as poorer levels of visibility, conditions can mean journey times are longer so drivers should drive accordingly and allow for additional time.
Inspector Keith Ellis, from the unit, said: "Ensure your vehicle is safe and well maintained and drive safely and appropriately this winter."
Such steps will assistant the police and other agencies to reduce the number of deaths and serious injuries on the region's roads, the force stated.
Car insurance customers may want to follow the advice of Eris Robertson, a traffic officer for the Highways Agency.
The expert urged people to ensure they know where they are going and check conditions before they set off.
If conditions are "really bad", motorists may want to consider whether they need to travel at all.
