Parking cheats to be fined

The Scotsman reports that the Equality and Human Rights Commission has backed a bill that will see all disabled parking bays enforced by law a move which may affect car insurance customers.
Labour MSP Jackie Baillie is proposing the new regulations that could see motorists fined up to £60 for such offences.
The commission said the "abuse" of parking bays that are set aside for people with physical impairments is "much more than a minor irritant".
"It represents a significant barrier to an individual's ability to undertake essential day-to-day activities," it claimed.
Last month, Andrew Davis, director of the Environmental Transport Association, welcomed calls for councils to charge more for off-street parking.
Mr Davis said car parking is often subsidised and so the land set aside for cars would be worth more if it was used for another purpose, such as office space.
