Advisor issues flood warning

Sir Michael Pitt, head of an independent review into how the last year's floods were handled, believes rain forecasts for individual streets will be needed in the future to help manage flood levels, the Guardian reports.
He believes local councils should take the lead in managing flood risks and damage but admitted many lack the resources or skills to carry it out.
In addition, Mr Pitt thinks the Meteorological Office and the Environment Agency need to work more closely to share information and improve flood warnings.
"Climate change means more frequent extreme weather events - our weather will become more chaotic and floods like this are likely to happen more often. They are a sign of what is to come," he told the newspaper.
Should Mr Pitt's prediction prove to be accurate, the cost of home insurance may increase as a result of the heightened danger of damage to people's property.
Devon and Somerset are two areas which have recently been hit by flash flooding.
